Releasing a video for Closer won't do much for its streams or sales this late in the game anyway. The lyric video already has 450m views (or very close to it). Mariah and Boyz II Men's record will remain safe.
The "big news" is probably album related, AMAs performance/medley, or a new collaboration (or some combination of the three).

Music video can still be released in 3 weeks when the lead gets weaker, for sure it should help (lyric video should be falling by then). I believe "Closer" can at least pull 11 weeks atop. Next #1 should be helped a lot by radio advantage (Bruno and The Weeknd being multi-format radio monsters).
Once they release the Closer MV, the lyric video will lose streams, just like what happened to Cold Water so there will be not much difference, maybe there will be a little increase on its first few weeks.
