I think that Starboy will go #1 in some weeks (3 maybe), but it's absolutely not guaranteed. It's not doing that amazingly where you say "yeah it will certainly happen". Closer seems to be coming close to its end, but if Starboy doesn't get there, then 24kM looks very far away too and besides that I don't know.
It's also possible that Closer just keeps getting those #1 weeks while getting weaker and weaker
