I don't think it's quite like that.
Stefani lives on with the memory of Joanne, both are/were artists and Gaga always remembers her and tries to enjoy life as if it's her last because her aunt can no longer. So in many ways she's just appreciative of her freedom to write and record music and perform it live. Not so much that she embodied/reincarnation of Joanne.
She explained it better with JoJo. Before it wasn't worded right.
