I think Rise and all interview she has done was just to sent a signal she is still around because album is not finished and it's been 3 years since new music. It's a smart move . It would be very dumb to be silent when you know that your last radio impact was with Birthday which didn't do well on charts and GP and TIHWD was only present on the internet.
She is just buying time to finish and polish the bops so i expect that first single will be out around November or in January/february because all big names in the industry will not be a threat for NO 1 spot - bey, rihana, ariana,adele and Gaga will already be in her new era with second single and album out
The radio interviews were definitely part of the promo schedule for Rise that would end with a VMAs performance had NBC not killed the song and someone on her team had a brain not to perform Olympics song at political events.
I'm kind of glad she didn't perform last night, Beyonce would have overshadowed her. It would've been pointless if she attended but didn't perform, so she made the right decision.

Rise underperforming is probably for the beat.
She won't get cocky and think she can get hits without planning thoroughly.
PRISM could've been handled better if it was planned well.
