Because Drake has always been more of a frontloaded seller (no shade) while Beyonce relies on longevity.

Because Drake is available on streaming services. His overall consumption has him eligible for 4x Platinum while Bey is barely 2x Platinum eligible.
Are you really asking why a 4x Platinum album is smaller than a 2x Platinum album?
