Katy has had better music videos and hits than Gaga since 2011

But if critics compare them at all it's generally Madonna's first couple of eras
That said, Katy has been very inspired by 90sDonna ballads lately. "Wide Awake" is basically "I'll remember" instrumental with "You'll See" melody. "Rise" is the McDonalds version of "Frozen".
