With fully-supported, disgustingly generic and sales-chasing radio candy like Sorry, XO, Partition, 7/11 and Runnin' failing to have any legitimate success beyond local urban memes, I can only think of that reason which is my honest opinion.
People being "too busy buying the album" doesn't seem to be a problem for Taylor, Adele, Justin Bieber and Ed Sheeran and Sam Smith all of whom have been scoring massive global hits while having more album sales (or at least overall success in Drake's case) than Beyonce.
Why can't we for once just have a decent discussion about Beyonce's inability to get hit singles without people going bringing up things like album sales and tour numbers?
They all sell better than Rihanna now too. Why is that?
I think you'll find it's actually quite hard to sell "quick lil singles". So many songs go nowhere. It takes a lot of power and appeal to send a song straight to #1. Her streaming is lacking too (necessary nowadays, sales are dead).
By the way she is not a huge album seller at all. Lemonade has sold the same as ARTPOP and it won't sell much more.

But Lemonade tracks outsold Anti tracks in the US? How is that possible?
Formation was the highest debuting female single in 2016, AFTER having been released for free for almost three months.
Her singles do great, they just don't peak high on the Billboard chart bc she doesn't cater to that. None of the Lemonade singles are on any major streaming service. Sorry was released to Youtube almost 2 months after the Lemonade visual came out.
If she made her music widely available, her singles would peak higher on the chart. The entire Lemonade album peaking in the upper half of the Hot 100 shows that.
Because she doesn't cater to top 40, neither does she bother promoting her music anymore. Bey could be a huge Hot 100 force if she wanted. Just look how Formation skyrocketed to the top of iTunes, and bolted into the top 10 on the charts after months of being available for free. Basically, she's been there done that. She's earned the right to be able to present her album to the world without playing the "era" game anymore, or scoring the smash hit these girls so desperately crave.
She's 19 years into her career, of course she isn't about to be popping out hits like Katy or Rih especially when she is older and doesn't make songs for commercial-value.
