Not necessarily. In fact, I'd put my money on Gove.right now.
He's not very popular in the UK, which could go against him if party members consider wider appeal and who is likely to win an election by a larger margin, but two things:
Gove has always been very popular among Conservative members.
Gove is a pro-Brexit MP. Conservative Members, the vast majority, favour Brexit.
I can see him coming through and winning this. He is also really popular with Murdoch... which helps.
I dislike all candidates. Theresa May has a massive dislike on immigrants. She has introduced some of the backward drugs laws I've ever seen. She's attempted to bring us out of the European Convention of Human Rights. She's introduced the Snoopers Charter, which if you don't know, requires your internet providers to keep details of every webpage you visit. Yes sis', Theresa knows you're on ATRL right now
