Not really. Madonna grossed over $400 million for a tour in support of a 4 million-selling album. MDNA and Rebel Heart are also examples for consideration. U2, one of the biggest touring acts ever, went on a successful tour for an album that was given out for free to anyone with an iTunes account. Tours have been less about generating sales of an album and more about selling tickets because touring is where the most profit lies.
Knee stans love to remind everyone how well her residency is doing yet Bruce Jenner sold less than 700k worldwide. Not exactly a 'tour' if you want to get pedantic but it still attracts a lot of people to form an audience. Just another example.
