I personally think that Baek and D.O have the best voices,
with Suho and Kai very close behind.
That's not really the point though, he's objectively the best. The tone of his voice has nothing to do with it. If it was about timbre I'd put Kai as #1 cause I adore his voice.

Yup, they are, and even though nobody asked, if I had to rank the members vocally it would look something like this
Xiumin v.s. Lay is a puzzler cause Xiumin sounds terrible at times and decent at others, and Lay is extremely inconsistent with when he sings decently and when he just whines through his nose. Though really Sehun is the only one who can't hold a tune, which I consider fairly impressive for a 9 member group.
out of the top vocalists in EXO, Chen has the worst tone but he IS the best singer, has the widest range (he can sing the highest note and the lowest note among them) and the best technique
