Ultimately this what's said in the books about the Tarlys ever ruling the Reach:
"House Tarly, who still gives the Reach the best soldiers it has. If Aegon had named them as his lords, the Reach would've become the greatest military camp in the world... until it starved to death. The price for conscripting all the farmers." So that'll never happen.
the Florents actually would own The Reach if it weren't for the betrayal the Tyrells did against the Gardeners to earn the wardening from the Targaeryens. (Selise, Stannis devout wife was a Florent for example, and their bloodline is more directly descendant from the Gardeners than the Tyrells is).
But they lack the military power, specially after Stannis's rebellion, to overpower the Hightowers if needed be. The King would ultimately decide in any case, these wars would only occur if the Reach declared a King, much like the North did.
And I was clearly talking about the books, none of these politics would get into the show in the first place.
