I totally agree with the solar panels requirement. It especially makes sense for San Francisco, since they have very little overcast.

It might get a court challenge on constitutional issues regarding private property. As other people posted, the government has a lot of precedent for such requirements. This is still pretty new, so it could go either way. This is obviously very different than seat belt requirements. And the courts make a lot of decisions we don't agree with.

A simple fix would create an opt-out program (not opt-in). I mean how many people would turn down solar panels, i.e. free electricity?

Well I think it's in the context of that one california city. That's fine. But you're right they are not effective enough (and too costly) for them to be mandatory at the moment. In the near future I suppose but not now

I find it so interesting that he is for the legalization of marijuana, but thinks cigarettes should be illegalized... And how is he against universal Pre-K?!?!?! None of this makes any sense, I'm going to have to watch that interview when I get the chance.

Sanders didn't say he thinks cigarettes should be illegal. He just said he questions the legality of cigarettes given that they cause cancer. And this was in reference to a proposed tax on cigarettes and soda. He does support a tax on cigarettes because they cause cancer but he does not support a tax on soda (Hillary does) because he said it'll raise tax on poorer Americans. Hillary supports a soda tax because she said it'll go into funding pre-K programs. So he's not against pre-K either, just a soda tax he's against
