influences them.
Obvsiously, the POTUS isn't a dictator and can't control everything or fix everything. Also, you are only talking about local government collectively, i.e. a school board. A school board may have a lot of influence, but not as much as an individual school board member. I'm not saying they're useless individually, but not as powerful, influential, or impactful as the POTUS even on the local level. POTUS has broad authority when it comes to administration and implementation of federal law and policy. There are a lot of federal mandates when it comes to education. The president can decide how and if to enforce even down to the local level if he/she so chooses.
