Is one requirement, what legend doesnt have great album sales?
Honestly speaking, Beyonce's album sales are very mediocre compared to other legends but at this point it's pretty obvious she will also go down as one.

Her sales are just fine, she simply hasn't sold over 20 million with an album. She does have other accomplishments Iggy Azalea lacks, hence why she won't ever be a legend.
