The terms city and town are interchangeable where I live, I didn't know that there is a difference
"City" and "town" have different meanings in different jurisdictions. I'm pretty sure I specified on the form that it had to be considered a city and not a town or village, though.

Wikipedia does a good job summing it up: "a town is a human settlement larger than a village but smaller than a city. The size definition for what constitutes a "town" varies considerably in different parts of the world."
