Man Down alone cost $1 million to make between all the hired producers, songwriters, studio time, etc. that went into it. Recording pop albums ain't cheap unless you want them to end up like crap (i.e. Catatonic Jean).
It's why Female Charlie Sheen managed to make so much money in such little time; she has the most involvement in her songs out of the major pop girls.
