Yes that's what it is. You can't be 70 and get nostalgia for your 60s. The years pile up, you're old and bitter (like madonna) and that's that. But when you're 20-25 you can def get nostalgic about the stuff you liked in your formative/teen years Hence why Miley and Gaga are nostalgic to me but not Britney.
The whole Fame era does have a certain charm to it, like maybe it feels dated now but I think the singles (except for ForgottenGame) will stand the test of time tbh
It gets more recurrent views/streams that both of those songs on VEVO and Spotify so clearly you're wrong.

Nostalgia only forms from memories you have from being young, so unless you were young when Gaga first came about you won't have positive memories associated with her or the time.

I feel nostalgia already for things that happened two years ago.
It's not objective.
To me, a true timeless song is some of those older songs that appear in commercials and random places and you know the lyrics but maybe have never even listened to the song in full.
Like some of the Beatles songs I knew words and lyrics to before I actually understood who the band was.
And it has to have an enduring legacy and bridge generational gaps.
Not how it works, frankly.
