Why not just say it like that then?
Western hemisphere (especially the US) is mostly white so that's why whoever is in charge of who gets the roles gives these roles to white people.
What about world outside the US?
Asia? Isn't that a big market? How do they feel about minorities in leading roles?
South America? What about them?

She's right in the Big picture.
However, whereas it is racism or "white-centric" society, it's not Famous White actresses' fault that they get paid more, if their films make more money, then I don't get the point.
Like Jennifer Lawrence was cashing BIG with hunger games and other films, but Hunger Games were making 600-800M Worldwide, American Hustle & Silver Linings did really good for being low-stake dramas.
Sandra Bullock's movies generally do good, her comedies, her dramas.
I can't think of a Black Actress who can say the same except maybe Zoe Zaldana, however, she is usually in supporting roles.

That is her point. She is not blaming white actors/actresses, she is pointing out that we should have the same opportunity to be in a big budget movie like Hunger Games and in a role like JLaw's to make that leading money. And that we need to be in those Oscar worthy roles like Julianne Moore in Still Alice. We just need opportunity is basically what she is saying.

I see her point, but why is she condemning black actors to "black films"? Whether your black, brown, yellow, mayo, ketchup.... We all as humans go through similar situations were we can relate to each other. By her posing the question "can a black actor play this? She's already instilling uncertainty and sheer doubtfulness of their capabilities

Generally the Oscars are no less diverse than the other major awards groups for movies though, like critics and Sags and Baftas.
Basically the one name they picked this year that the Oscars didn't was Idris Elba, who was in a Netflix movie that got no noms and I bet many voters didn't want to watch a Netflix movie (esp about child soldiers).
If you look at past years, Oscars are better than the others at diversity. For example, the Baftas never nominated Will, Denzel, or Morgan.

She's correct that the industry is the source of the problem, but I'm not so willing in letting the Academy get away scot free. They definitely play a role in perpetuating it.

She's not. She's just pointing out the reality. When a movie is about black people or women or gay peoplee etc, it's always perceived as a black film or chick flick or gay movie. And unfortunately it doesn't seem like we can relate to each other because all people find whites to be relatable while everyone else becomes a niche subject for sub-audiences. Her question "can a black actor play this?" is for casting directors to consider so that their casting choice is broadened, which it usually isn't.
