Not all albums released in 1999 reached 14x platinum or in 2000 reached 10x platinum.

There were many albums that only went gold or platinum in 1999/2000 an album going 5x platinum this year is still more successful just like an album 5x platinum in 2000 is still more successful than a gold or platinum album.

It's pure math.
