Remove the recurrent rule! Basically a song can't stay on for more than a year? What kind of ******** is that? If a song is still popular than reflect that!!!
When was the last time an album cut debuted in the top ten following the album release? I know Take Care debuted at #9 following the album's release in October 2011 (and subsequently peaked at #7 later in March 2012). Has there been anything similar since?
