Can you not pressure the council into giving you a date in which the funds will be credited (if at all)? Once you've been given a date, pass that information onto the estate agent and request time to pay until then.
If you're a resident that usually pays on time and doesn't cause problems, there's no reason as to why they would immorally evict you on the street (always make the consequences seem more dramatic).
Also I don't think social workers are allowed to request information on your behalf without your consent. You are no longer lawfully attached to anyone and haven't been since you turned 18 (or is it 24 since you're in education?)
Best to just keep contact with all parties and hope they're lenient. It's all you can do!
