Janet only sold 202k in October of 1997, and, to my knowledge, Celine's first weeks aren't that impressive. So it'd be between Mariah and Madonna. Would have been a sight to see.

Yet they end up debuting with sub-100K and failing to go Gold once again, disappointing ATRL with the realization they'll never ever truly happen.
