Short summary: Lana's team paid Billboard money to have "High By The Beach (Low On The Charts") debut at #7 but then people got suspicious (I sent Billboard an email as well) so Billboard got scared and they didn't end up taking Lana's payola money. So, the song ended up debuting in its rightful position: #51.
