She had the highest grossing tour for a pop girl in 2009 that wasn't Madonna (Celine and Cher's "tours" were residencies), and before you scream "the Monster Ball!!!", Circus Tour had a higher average gross, and another girl being successful doesn't mean everyone else is erased
Gaga wasn't even the biggest in 2009-2010. BEP were bigger WW (they sold 10m+ albums without re-releasing the END with an additional eight tracks), and Taylor Swift was way bigger in the States.

I Gotta Feeling was TOO much That song pretty much opened the floodgates for 10,000 LOLpop EDM hip house imitators for the next five years though. LMFAO, Far East Movement, Pitbull and Flo Rida's non urban material became a thing thanks to that song.
