Go to the game editor and go to location and you can either edit the economy for each area or change specific numbers. But be careful! The modifiers are really steep so you might screw yourself over if you aren't careful. Don't forget to press update after editing each location or it won't save.

You can't. That's coming up in the new MWR3. If you want to improve skill in the future, you have to go into the game editor and edit the individual artists and acts that you want to be more skillful. Then you have to start a new game.
