Well the thing is, in the application it states you have to be in top physical and mental shape, which applies to STD's and HIV necessarily doesn't fall in that category.
But Rachel wanted him to stay to bring attention to the stigma, and Dick announced he had no choice but to self evict. CBS denies they forced him to leave, but I have a hard time believing they'd allow someone with HIV on the show sadly.
