People don't get called legends usually to the end of their career, and if Beyoncè's career ended right now (like half of you pray for every night) I honestly think she'd be called a legend.
She has 20+ GRAMMYs, 15 years of constant success, the hits, the performances, the media control, empire, and the discography.
I mean she has literally nothing else to prove at this point. After the Super Bowl and performing an entire album at the VMAs what else is needed in the portfolio.

She comes to stage everyday pretending she loves her job even though she's being tortured. She pretends she likes gays but makes disgusting faces in meet and greets with all of them. She pretends to sing on stage every night and actually pretended to sing on an album.
Beyoncé >>> Taylor >> Rihanna = Katy > Gaga in terms of who is "winning" the decade. I can see all of them being somewhat remembered.
IMO, Gaga is going to make a comeback. Like she was a phemonenon at one point. I dont see her being erased so quickly. If the next album flops, then yeah. She's donezo.

Katy could have a few more successful eras and be a 10s staple.
