not really, they broke health & safety by leaving them out in the open where bugs and flies could have came flying in, it's their own fault they need to train their staff to put them where they're meant to be UNDER the counter, if they get bad rep for it, it's just a lesson to them, she wouldn't have been able to if they had been.
They can only do so much at a time, you can't expect them to be babysitters as well. Any self-respecting adult should be responsible enough to not act like a disgusting fool in public.
