Even if you wanted to fix criticized aspects of the early episodes or address concerns by fans, the next few episodes will have already been filmed and the next few after that will have already been written.
It seems much more practical to write the entire show before actual production begins.

That's just how TV works in general.... I can't think of a TV show that doesn't work the way AHS does.
Shonda Rhimes from Grey's and Scandal tells her writers how the season is going to start and how the season is going to end... then she pretty much leaves it to them to fill everything in between.
I think this is sort of how AHS works... Ryan gives the writers his idea for the season and they roll with it and do their best to fill in the rest.
