Gaga is still alive. Gaga is still considered a popstar. Gaga’s music is still remembered. Gaga’s brand is still known. Thus, it’s fair to include her. She may not be on top right now, but that hardly matters as the parameters of this discussion is not limited in that way. So in conclusion, using the present tense, "is", makes sense.

I would say that she's up there with the edgiest, but edgy doesn't automatically equate to risky. Especially not in these times when people have legit seen damn near everything. Risk is relative to circumstances and expectations. Rih -- given what people already know about her and expect from her -- making a video with nudity and violence for an abrasive urban song that wasn't pop radio geared to begin with really isn't risky at all for her.
