Gaga is still alive. Gaga is still considered a popstar. Gaga’s music is still remembered. Gaga’s brand is still known. Thus, it’s fair to include her. She may not be on top right now, but that hardly matters as the parameters of this discussion is not limited in that way. So in conclusion, using the present tense, "is", makes sense.
