Britney has fallen from grace YEARS ago and was always the donkey of every joke.
Madead and Molester J have somewhat of a respectable legacy – Britney does not.
Beyoncé isn't a legend but she does have a chance of becoming a legend. She has been very consistent. She isn't producing major chart hits but she always leaves behind memorable eras and all I see for her is more success in the future.
Britney is done. Only a miracle can her back on top. She's super iconic and all but she really doesn't care about her music career anymore.
EDIT: and let's face it, Gaga, Katy, and Rihanna have already surpassed Britney in many areas and will surpass her greatly in the future. But hey, at least she outdid Xtina.

Performing at the Superbowl, performing an entire album at the VMAs, selling 630K in 3 days 15 years into her career, 20+ GRAMMYs, will be worth over $500M+, and doing $250M tours.
There's nobody at those heights that won't be a legend. She's the most talented female performer alive. She's already a legend off of that.
If that resume isn't legendary, then there will never be another legendary female.
