Okay, so, technically because it's in the DSM it's categorized with the other disorders. However, it is not really a disorder. If you further read the document you provided...
"Part of removing stigma is about choosing the right words. Replacing “disorder” with “dysphoria” in the
diagnostic label is not only more appropriate and consistent with familiar clinical sexology terminology,
it also removes the connotation that the patient is “disordered.”
Before the DSM-V it was titled as Gender Identity Disorder and grouped with certain other disorders, but it caused arguments due to the word disorder. Transgender people aren't sick, which is the characteristic brought by the word disorder, so disorder was replaced with dysphoria. It still doesn't really make Transgender = Gender Dysphoria either, but it at least removes the mentally sick stigma to having the emphasis on the distress of being one gender when you feel you have been another. It all kind of goes along with how homosexuality use to be considered a mental disorder and part of the DSM. It no longer is because being gay doesn't mean you're mentally ill.
By the way, I didn't warn you, I'm just trying to provided more insight into as why you were probably warned.
