She sells more in Japan, tours there and even has certifications in China, Katy's huge in the Philippines and she's even touring Thailand.
At least in Brazil (which is a huge part of south america ) Katy is bigger than Rihanna, all her albums went platinum, Rihanna rarely goes gold. They went to Brazil touring at the same time in 2011 and Katy has had a bigger audience.
