Parks has always had some form of social commentary. Leslie and Ron butted heads in Socialist vs. Capitalist ideologies, they subtly shade the press by mocking sensationalism, they ridicule consumerism.
Season one, while being a cringe comedy had some very political undertones. It's also a commentary on bureaucracy.

It's very interesting how P&R was slated to be a Office spin-off (centered around Rashida's character) then became an Office clone in season one and finally became this lovable show later.
