That is due to Bey's release date. She made some 2013 list, but when her album was released, most publications had already released their year end lists. Not a good indicator of acclaim in this case. Both were very well received.

Kanye was delusional, claimed a legitimate artist who creates their own work is undeserving, and a fellow producer (Dr Luke) has agreed because he himself is an artist who composes and creates music. In other words Kanye was pretty much devaluing the efforts of a producer by saying they lack artistry, when really they work far harder behind the scenes and this enables them to be more involved in the artistic process of creating music, and this is exactly what Beck did with his album. He crafted it himself and that's something that should deserve respect, especially when he recorded it all in his own home.

In response to Kanye also, lots of artists, including Beyonce rely on producers to create an album, but Beck on the other hand wrote and composed his album entirely on his own. There's one for ya, entirely undeserving indeed
