I think it's because no one was making ballads LIKE Madonna. Like for example a ballad by Whitney Houston is incredibly different from a ballad by Madonna.
And she really won over a lot of the GP during "Like A Virgin." She just became a huge superstar from that and a few of the singles from the album.
