People saying 'I Kissed A Girl' was a risk - there is nothing risky about a pretty girl singing about kissing girls, like someone already mentioned. It has absolutely nothing to do with a LGBT message and everything to do with trying to appeal to a male demographic.

People saying releasing 'Dark Horse' was a risk - they were hesitant to release it even when the song was already doing well, making people pick between it and WOA, releasing Unconditionally before it etc. all because it was a little different from usual Katy Perry music.

They knew the song was going to smash. They even asked the fans if they liked the song. Plus you are already saying that they didn't want to take any risks so they first released it as a promo single to know if the song was going to smash or not and then (after realizing that it was an obvious hit) they released it.
