Well that's completely subjective. First of all, I feel like he's one of the most versatile rappers out there and though many like to ignore the many subject matters that he touches, he does do so: bullying, domestic violence, love, white privilege, politics, child abuse, drug abuse, etc. He has shown progression. Maybe it's hard for you to see as his flow changes a lot. Although MMLP and MMLP2 have similar elements purposefully as he was trying to stay true to the original all the while showcasing his progression, they are paradoxically different in that they mark two completely time periods in his life. The most evident example of this is Cleanin' Out My Closet vs. Headlights.
