Billboard got to stay relevant with the time. They know what is coming.

2014 first 6 months —- physical: $898 (down 14%)
2014 full year prediction —-download: $2.444 billion (down 12%)
2014 full year prediction —-streaming: $1.959 billion (up 28%)
2014 full year prediction —-physical $1.670 billion (down 14%)
2015 prediction: STREAMING WILL BE KING
#1 Streaming: $2.5 billion (up 28%)
#2 Download: $2.1 billion (down 12%)
#3 Physical: $1.5 billion (down 14%)
Having said that, this move doesn't make much sense because they are double dipping.
A song will be both counted in the SINGLE CHART and in the ALBUM CHART.
But in 5 years time, the average #1 selling album might sold at most 20,000 copies a week. Billboard is just trying to stay one step ahead.
