I don't think you understand how the system works...
When you pre-order the album, it merely sets it up so that you're charged for the album when it comes out. You don't actually pay anything until it comes out.
HOWEVER, if there are promo singles, it charges your account the price of a normal song (0.69, 0.99, or 1.29 depending on the song) so that you get the song.
The people aren't paying for the album, they're paying for the song
