I do believe OOTW would've sold more than Begin Again if 1989 didn't have pre-orders.

If anything, it's an indication that pre-orders are likely above 100K for the album.

For a serious answer, Meghan simply dominates video streams, so much so that she more than offsets Taylor's lead in all other metrics (sales, airplay, audio streams) and with her airplay starting to drop at a faster rate, Meg might even get an eight week.

When you pre-order the album, it merely sets it up so that you're charged for the album when it comes out. You don't actually pay anything until it comes out.

HOWEVER, if there are promo singles, it charges your account the price of a normal song (0.69, 0.99, or 1.29 depending on the song) so that you get the song.

The people aren't paying for the album, they're paying for the song

In few years, no one besides some hardcore stans will remember that AATB spent 6 weeks or 8 weeks or 10 weeks on top of the BBHOT100, people just remember that it was a #1 song. Same for Shake It Off, people will only remember that it was a #1 song.
Heck, I don't even remember how long some 2013 #1 songs stayed on top of the Hot100.

I kept telling myself that the stans who preordered the album would've bought these songs anyway. But with the Complete My Album feature, all these downloads will be returned when the album is released. This new rule allows Billboard to have more accurate singles sales and simplify their calculations.
Also by your logic, the album shouldn't chart on the iTunes album chart since no one has paid for it yet.
