Taylor is obviously local. Only ~4 million album sales outside the US, and only ~500k outside the Anglophone (English-speaking countries). Even Katy has more global album sales.
Being big in English-speaking countries alone doesn't make someone global, as all English-speaking countries have pretty much the same taste.
