Taylor (or more specifically her label) would not pay to do the Superbowl. They don't even totally believe in streaming, so I can't see them agreeing to pay potentially millions for promo that Taylor doesn't even need.
And that's what halftime becomes if they insist that the acts pay for it. Of course it's always been huge promo, but it's also a tribute to the performers' often long and impressive careers.
