It's a section where you create your own Billboard charts in a way, you can also comment on others' charts letting them know what you think of their charts or the music they listen to or what others think of what that person thinks etc....
Basically people make top ten lists of their favorite songs or artists and everybody comments on other peoples lists. it seems kinda pointless to me but some people get enjoyment out of it so I try to keep that thought to myself
