Beyonce is 'local' in the sense that she is not a mega celebrity everywhere in the world the way Britney or Madonna are, that mega status is largely contained to a few countries. She's also 'local' in the sense that her sales, chart success, etc are far greater in countries like the US, for example not having any WW hits since 2009. It's never been about her flat out not being known outside America which is obviously not true.

France and especially Paris has a big urban scene. That's why they took the tour there. It doesn't mean France as a whole uses her. She's a non-factor outside of her local and urban niche.
