I swear I've seen a mod say it's possible to before. At the very least, I think they can issue Blog bans, so it would only make sense.

No one. Blogs is the only section with a big rule statement at the top of the subsection over other sub sections, like how is that not distracting when posting in blogs?

Yes, we can ban any poster from any of the sections in the headers exclusively.
I assume you cannot do this on request
