The leaker said that all star mode wasn't unlocked yet or something, leading people to believe that not all the characters have been unlocked yet.
Although at the same time, that was leaked images from the ESRB rating review, so it'd make sense that they'd have all the characters unlocked to be able to review and give a rating.
Either way, that roster had 48 fighters, a good amount for a fighting game tbh.
