I'm not saying thats not a factor but she's slowly been transcending to pop with each album. It's not like she instantly went from Tim McGraw to Shake It Off. She's always been a huge lover of pop. Even in her really country days she was covering Rihanna.

They were all completely self-written she needed a cowrite for a real pop hit she's so dumb for thinking she could do it all alone

Sure, Miley Cyrus is one of the great media stars of the decade. But when it comes to her status as a hitmaker, she is an upstart compared to icons like Rihanna, Lady Gaga, Usher or the legions of greats that came before them.
And if you have a chokehold on the US like her, you have a chokehold on a huge section of the industry and a LOT of the industry's money. I doubt she's bothered, or even knows, she's "local".
