You're still blaming him for Congress's actions and not making sense. Congress has a single digit approval rating for a reason. House Republicans are going out of their way to block everything he attempts to do, and refusing to compromise or make any effort to get things done, because they WANT him to look like a sitting duck president so they can improve their chances for the 2016 race.
He can't "push simple legislature through the system" because of Congress. It's not about "clout," it's about the way our government is structured. The entire point of our system is that the president DOESN'T get clout to get whatever he wants done.
