Basically. Congress as a whole is a mess. I mean last year was their least productive year (or 2nd least, I forgot) EVER. They can't get anything done. Now you have this Boehner and his army of dumbasses suing Obama because Obama "mishandled" the Affordable Care Act. Like girl...bye. Politics is soo...

IMO a president not being in control of state organs such as the now-rogue Congress (the Senate is up next) is the ultimate sign of a failed presidency.

That makes absolutely no sense. The way our government is structured is that the president can't have "control" of state organs. That's literally the entire point of the system.

But when he can't push simple legislature through the system (or even lobby for or whip enough support) then what's the whole point of the regime if he doesn't have the clout to implement the stuff that he promised?

You're still blaming him for Congress's actions and not making sense. Congress has a single digit approval rating for a reason. House Republicans are going out of their way to block everything he attempts to do, and refusing to compromise or make any effort to get things done, because they WANT him to look like a sitting duck president so they can improve their chances for the 2016 race.

He can't "push simple legislature through the system" because of Congress. It's not about "clout," it's about the way our government is structured. The entire point of our system is that the president DOESN'T get clout to get whatever he wants done.
