Well, yeah. She's not as desperate as a J. Lo or a Katy and she's not a trendchaser like most of the girls. That's one admirable thing about Beyonce (she didn't completely sell out to EDM like Usher or Nicki) but to say, she absolutely is a pure artist who doesn't care about commercial success/pop radio is a lie. She's still a popstar after all.
Sure she cares about success, but she doesn't measure success by hit singles.

Beyonce literally released 2 songs tailor made for pop radio to pop radio and 2 songs tailor made to urban radio to urban radio. Rihanna has actually taken risks with singles. Poor that.

Sure, jumping in bed with Pharrell, Timbaland, JT, Sia, Ryan Tedder, Greg Kurstin etc. means she isn't desperate for a hit.
Unlike her colleagues Pepcé does not elevate an average song to make it a hit. She needs songs that would be hits by anyone. Her voice only takes away appeal.
That's why writing a hit for Pepcé is so extremely difficult and why almost everyone has failed to do it.

I mean obviously everyone would love to be successful but if Bey's aim was releasing an album full of chart topping singles, she most certainly wouldn't have released 4...or BEYONCE. She could very easily hop in the studio with Dr. Luke and Max Martin for a generic guarunteed hit but clearly that's not her main priority.
Since when has Bey ever worked with people like Max Martin or made overtly pop songs anyway? Never. Only If I Were a Boy and Halo stick out.. Bey was the queen of the crossover for a decade. She never had a problem making her urban songs crossover to pop radio. Not until recently.
