Because the Superbowl is not a music event, it's a sports event. The teams competing play a huge role in the ratings.
Meanwhile the VMAs are an exclusively music/tv/movies event where the ratings reflect the star power of those announced to appear/perform. That's why the 2011 show (performers: Beyoncé, Lady Gaga, Jay-Z) doubled the ratings of the 2012 show (performers: Rihanna, Taylor Swift, Alicia Keys...)
